EAD’s MRV Programme: Pioneering Climate Action in Abu Dhabi

 Abu Dhabi’s Environment Agency (EAD) has taken a groundbreaking step toward addressing climate change by launching a Measurement, Reporting, and Verification (MRV) programme. This initiative aims to standardize the tracking of greenhouse gas (GHG) emissions in the emirate, aligning with global best practices and the UAE’s commitment to achieving Net Zero by 2050.





Strengthening Abu Dhabi’s Climate Commitments

The MRV programme is integral to Abu Dhabi’s broader climate strategy, which seeks to decarbonize emission-intensive sectors and foster a low-carbon economy. By enabling precise measurement and verification of GHG emissions, the initiative supports the emirate’s target of reducing carbon emissions by 22% by 2027.

Dr. Shaikha Al Dhaheri, Secretary-General of EAD, highlighted the programme’s critical role in Abu Dhabi’s climate agenda. “Transparent data is essential for assessing climate policies, such as carbon pricing mechanisms, and supports Abu Dhabi’s commitment to sustainable economic prosperity,” she said.

Mandatory Reporting for Major Emitters

The MRV system mandates large carbon-emitting facilities to monitor, report, and verify their emissions through independent third-party assessments. These initial reports, due in 2026, will provide a clear and accurate picture of emissions across key sectors.

Designed in consultation with public and private stakeholders, the MRV programme ensures collaboration and alignment across industries, fostering a culture of accountability and transparency.

Ahmed Mohammed Al Rumaithi, Under-Secretary of the Abu Dhabi Department of Energy, emphasized the importance of accurate data in driving effective climate action. “MRV systems are crucial for providing reliable data to track carbon emissions and build trust among stakeholders,” he remarked.

A Foundation for Carbon Pricing

One of the programme’s long-term goals is to establish a carbon pricing mechanism, enabling industries to meet international competitiveness and climate requirements. This innovative approach will position Abu Dhabi as a leader in integrating economic and environmental priorities, supporting frameworks such as the UNFCCC and the Paris Agreement’s Enhanced Transparency Framework.
